Greenhouse Gas Emission Permits
In 1997, the European Union and the Irish Government adopted the Kyoto Protocol, a major international initiative to limit emissions of greenhouse gases. Ireland has undertaken to limit its own Greenhouse Gas (GHG) Emissions to 13% above 1990 levels for the 2008 to 2012 period.
GHG Directive 2003/87/EC establishing a greenhouse gas emission trading scheme (ETS) within the Community is being implemented across the EU. SI No 437 of 2004 implements the Directive in Ireland.
Operators of establishments subject to the Irish Regulations must:
- Hold a GHG Permit issued by the EPA
- Emit GHGs only through activities authorised by the Permit
- Monitor GHG emissions
- Submit annual reports to the EPA on GHG emissions. The reports must be externally verified.
